Disney Powers Could be Cut, Panel Says

When Walt Disney World builds a new theme park or a major hotel, Disney's unique government powers exempt those projects from a regional development review faced by other Florida builders.To prepare for another takeover bid for Walt Disney Co., state lawmakers could consider taking away that perk, the research arm of the Legislature said in a report published Monday.The report, prepared by the Legislature's Office of Program Policy Analysis and Government Accountability, represents the first state review of Disney World's government -- the Reedy Creek Improvement District -- in nearly four decades.

Walt Disney World's personal government has enough federal and state oversight to stop any new owner from making drastic changes to its operations, according to a state report released Tuesday in response to Comcast Corp.'s failed attempt to buy the Walt Disney Co.Rep. Andy Gardiner, R-Orlando, asked the Florida Legislature's Office of Program Policy Analysis & Government Accountability to conduct the first state review of Disney's government in 38 years. The request came after Comcast's failed bid earlier this year raised questions about what changes a new owner might bring to the theme park resort's government structure.
